Central La Paz is walkable, especially around the malecón and old centre. Taxis and rideshares are useful for the airport, bus station, and beaches north of town.
For Balandra, Tecolote, and Pichilingue, a rental car gives the most freedom. Tours and shuttles also run, but beach access rules and capacity controls can change, so confirm before going.
