Chez Loutcha is a Dakar institution — a sprawling, slightly worn restaurant on a side street of the Plateau that has been serving generous plates of Cape Verdean and Senegalese food to civil servants, journalists and tourists for decades. Lunch is the time to come: the daily thieboudienne is excellent and the portions could feed two.

The menu rambles through cachupa (Cape Verdean stew), grilled fish, yassa, mafé, and a sprawling list of seafood and Portuguese-leaning desserts. Service is friendly but unhurried; this is a long-lunch place, not a quick stop. Cash and major cards both accepted.
