Batasang Pambansa Complex

Philippines' legislative complex, built during the Marcos era

The Batasang Pambansa Complex is the seat of the Philippine House of Representatives, located in the Batasan Hills area in the north of Quezon City. When Quezon City was the national capital, this was the symbolic centre of Philippine government — a grand complex of modernist buildings set on a wide hilltop with views across the Metro.

The architecture is distinctly Marcos-era monumentalism: broad concrete facades, ceremonial plazas, and interiors designed to impress foreign dignitaries. The main legislative hall is genuinely impressive in scale, even if the aesthetic has not aged gracefully. The complex is open to visitors by arrangement, and guided tours are available on days when the House is not in session.

The surrounding Batasan Hills neighbourhood is one of the older established communities in Quezon City, worth a brief walk to see what the city looked like before the condominium boom of the 2000s.

A story
Imelda Marcos oversaw the construction of the complex in the 1970s as part of her programme of monumental national buildings. The main hall was designed to be impressive enough to host ASEAN summits. On July 27, 1987, it was the site of a coup attempt during the early Aquino presidency — rebel soldiers seized the building and held it for nine hours before surrendering.
