Tacloban has the standard Philippine wet-and-dry split, but rain is fairly evenly spread through the year. The driest, most pleasant stretch is April and May; the heaviest rain falls in November and December, also the peak of typhoon season — Yolanda made landfall here on 8 November 2013 — so plan around it. Days are warm year-round, often pushing 31 °C in May and June, and a touch cooler in December and January.
Time a visit for late June if you can: the Pintados-Kasadyaan Festival, held on 29 June, fills the streets with painted dancers and parades celebrating the body-painted warriors of the pre-Spanish Visayas. The Sangyaw Festival, originally a creation of Imelda Marcos, was revived in 2008 and now runs alongside Pintados.
