Kaliningrad's Fishing Village is not an old fishermen's quarter in the strict sense; it is a modern reconstruction with deliberately Hanseatic-looking facades. That said, it gives the Pregolya riverfront an accessible promenade and a place to think about the city's complicated relationship with its Königsberg past.
Go with clear expectations and it is enjoyable. The towers, bridges, restaurants, and river views make an easy walk near Kant Island, especially in the evening. It is more stage set than time capsule, but in Kaliningrad even stage sets can be revealing.
