The seat of Álava's provincial assembly (Juntas Generales) — the older of the two regional parliaments in the city — sits in a neoclassical 19th-century palace on Plaza de la Provincia. Álava has its own historic rights (the fueros) preserved within the Basque autonomous community, and this is where they are still formally exercised.
Free guided tours are offered some weekdays; check the website. The neoclassical hall and the council chamber, with its painted ceiling, are the highlights.
