Santander's best sights cluster around the bay and the Magdalena Peninsula. The Centro Botín is the obvious showpiece, but the old cathedral, the royal palace, and the long El Sardinero beach are equally rewarding. Allow a full day just to walk the waterfront from the port to the peninsula and back along the beach.
