Tower Hill Park is a small Prospect Park green space built around the Prospect Park Water Tower, better known locally as the Witch's Hat. The tower stands on one of Minneapolis's higher points and is usually admired from outside, though it opens for occasional public climbs with wide views over Minneapolis and Saint Paul.
