Salem's restaurant scene has improved considerably in recent years, with a core of good independent places concentrated downtown and along Commercial Street. The farm-to-table wave hit here later than Portland but it did arrive — the Willamette Valley's agricultural richness means local ingredients are genuinely local.
The downtown area around Liberty Street and Commercial Street NE has the best concentration of restaurants within walking distance of the capitol and the main sights.
