Bellingham punches above its weight for a city of 90,000. The outdoor landscape does most of the work — Bellingham Bay, the Chuckanut Mountains, and the waterfront all within easy reach — but a concentrated cluster of good museums and historic buildings downtown gives bad-weather days real substance. The Western Washington University campus adds public sculpture and an arboretum to the mix.
