Chandigarh was planned for cars, but the city has compensated with one of India's better public bus networks and an excellent grid that is friendly to cyclists and walkers within any one sector. The grid is the point — every sector is roughly square, about 800 by 1200 metres, and the major roads form clean rectangles around them. It is genuinely hard to get lost.
Auto-rickshaws are metered (more or less); insist on the meter or agree the fare before setting off. App taxis (Ola, Uber) work well across the whole grid and are usually the easiest option for visitors. The CTU buses are cheap and reliable, especially the Air Conditioned routes on the main north-south corridors.
The wide, tree-lined Madhya Marg makes for a pleasant cycle; the Sukhna Lake circuit and the Leisure Valley parks have dedicated cycle paths. Several bike-rental kiosks operate near the lake.
