The Secretariat is the longest building in the Capitol Complex — a 254-metre slab eight storeys high housing the bureaucracies of both Punjab and Haryana. The relentless grid of concrete brise-soleil on the southern facade gives the building a rhythm best appreciated from the plaza side; up close it is almost punishingly large.
What makes it worth a stop is the rooftop — a public terrace reached by a sculptural external ramp at one end of the building. From the top you get the only elevated view of the entire Capitol Complex, the Open Hand turning below, the Palace of Assembly's cooling tower in the foreground and the Shivalik Hills rising behind.
