Pier One is the long-established waterfront restaurant and live-music bar on the Subic Bay boardwalk — an open-sided pavilion on stilts over the water, with a full menu of Filipino seafood and grilled meat, and a stage that hosts a rotating roster of cover bands most evenings.
The food is decent rather than special, but the setting — sunset over the bay, the lights of the cargo terminal across the water — is hard to beat. It gets busy on weekends, so arrive before 7pm or book ahead.
