The historic centre is small and walkable — Rozafa Castle is the only sight outside easy walking distance from the pedestrian zone, and it is reachable by taxi (€3–4) or a 30-minute walk through the southern suburbs.
Bicycle is the right way to move in Shkodër. The city has the best bike infrastructure in Albania, with a dedicated cycle lane on most main roads and a signed lakeside cycle route running west out to Shiroka and the Montenegrin border. Rental shops are clustered around the pedestrian street; €5 a day is the usual price.
Taxis are inexpensive and metered, though most journeys within the centre run €2–3 flat.
Furgons depart from the Rus i Vjetër terminal on the western edge of town for villages around the lake and into the Accursed Mountains (Theth, Valbonë), though the Theth and Valbonë runs are seasonal — May to October only.
