Herceg Novi sits in the far northwest corner of Montenegro, closer to Dubrovnik than to anywhere in its own country.
By air. The nearest airport is Tivat (TIV), about 25 km away across the bay; a taxi costs around €40 or you can take the ferry shortcut across the Verige strait. Dubrovnik (DBV) in Croatia is just over the border, about 40 km away, and often has cheaper flights — buses run to Herceg Novi several times a day, allow extra time for the border crossing. Podgorica airport is much further (around 110 km) and rarely the best option.
By bus. There are regular coastal services from Kotor (45 min), Budva (1h 30min), and Podgorica (3h). The bus station is at the western edge of town, with a steep walk down to the centre.
By road. The coastal road from the Croatian border at Debeli Brijeg passes straight through Igalo and into Herceg Novi. From Kotor you have two options: drive around the bay (about an hour) or take the Kamenari–Lepetane car ferry, which cuts the journey to 30 minutes and runs around the clock.
