Ventura is car-dependent beyond the downtown core and the beachfront. The VCTC (Ventura County Transportation Commission) runs local buses, including routes connecting downtown to the harbor and to outlying neighborhoods, but the frequency is limited and they are not practical for most visitor itineraries. The coastline bike path is excellent for getting between the beach, the pier, and the harbor without a car — it is flat, well maintained, and runs for several miles. Amtrak's Pacific Surfliner stops in Ventura on its Los Angeles–San Luis Obispo route, which makes the city accessible without a car from LA or Santa Barbara, but getting around town once you arrive still benefits from having wheels.
