The city centre is compact and walkable; the main arcade and most central sights are within a fifteen-minute walk of Takamatsu Station. For Ritsurin and Yashima, the Kotoden tram and the JR lines do the work — frequent, cheap, and a pleasant ride.
Takamatsu is also one of the most cycling-friendly cities in Japan. The city operates a network of cheap rental bicycles at "rent-a-cycle" stands near every major station, and the flat geography makes cycling between Ritsurin, the harbour, and Tamamo-koen straightforward. The local "udon taxi" — chauffeured tours of selected noodle shops — is a quirk that is widely advertised through hotels.
