The Bay of Islands sits west of the busiest Twelve Apostles section and often feels calmer for it. The formations are lower and more spread out, but the sense of space is excellent.
It is a good stop if you are continuing toward Warrnambool rather than turning around at Port Campbell. The light can be superb in the late afternoon, and the fewer tour buses make it easier to linger.
