Dubrovnik is not a sand-beach destination. Most swimming spots are rocky shelves or concrete platforms with ladders into the sea, and the water is crystal clear. Banje Beach, just east of the Ploce Gate, is the most central. Lokrum island, a ten-minute ferry from the old port, has better swimming with less crowding. For a local feel, head to Stikovica, a small beach west of the city where the neighbourhood regulars swim and a simple beach bar serves fresh fish.
