Too Loud a Solitude by Bohumil Hrabal. Not set in Ostrava but written by a Czech who understood industrial labour as well as anyone. A novella about a man who has been compacting waste paper for 35 years; the perfect companion to Lower Vítkovice.
The Slynx by Tatyana Tolstaya. An off-beat suggestion: this Russian post-apocalyptic satire shares the same air of post-industrial collapse that Ostrava lives with daily.
I Served the King of England by Bohumil Hrabal. A picaresque tour through interwar Czechoslovak society from a waiter's eye view — the same world Ostrava's grand cafes and the Antonín Dvořák Theatre belonged to.
The Engineer of Human Souls by Josef Škvorecký. A Czech expatriate novel that swings between Bohemian provincial life and exile in Canada, with the heavy industrial north as a constant reference point.
