Moalboal is the west-coast Cebu town that proves a resort strip can still be worth a page when the water is good enough. The town centre is inland and ordinary; the traveler life is at Panagsama Beach and White Beach, where dive shops, small bars, guesthouses, and motorbike rentals cluster along the shore.
The headline is underwater. At Panagsama Beach, a wall drops close to shore and huge schools of sardines gather within swimming distance of land. Turtles are often seen near the reef, while Pescador Island adds coral, wall dives, and boat trips for divers and snorkellers.
Moalboal is not polished. Roads are busy, the beach at Panagsama is rocky, and development has eaten away at some of the old backpacker ease. It still has a strong identity because the best experiences are concrete and close: sardines in the water before breakfast, a dive boat to Pescador, a swim at White Beach, and a canyoning day at nearby Kawasan Falls.
