The Promenade des Gouverneurs is one of Quebec City's great short walks, a clifftop boardwalk and stairway that carries you from Dufferin Terrace toward the Citadelle and the Plains of Abraham. The St Lawrence views open and close as you climb, with the old city behind you and the river below.
It is not long, but it is steeper than it looks on a map, with enough stairs to make winter ice or summer heat worth considering. Walk it in the morning or near sunset, when the light on the river makes the effort feel like part of the reward.
