Chiba is often treated as the space between Tokyo and Narita Airport, which is unfair. It is a working Tokyo Bay city with its own history, a useful monorail, and one of Japan's most important Jomon archaeological sites. It will not replace Tokyo, but it can make a good low-pressure day when you want something close and less crowded.
The best reason to come is Kasori Shell Mounds, a huge prehistoric settlement site that gives Chiba a deeper story than its modern skyline suggests. Around the centre, Chiba Shrine, the reconstructed castle museum, and the port tower make an easy loop by train, monorail, and foot.
Chiba is practical rather than glamorous. Use it as a day trip from Tokyo, a stop before or after Narita, or a base for the wider bay area if hotel prices in Tokyo are high.
