Tombstone is the closest Ulsan has to a reliable expat bar — a place where English teachers, Hyundai expat workers, and the occasional tourist end up on Friday and Saturday nights. It is in Seongnamdong, within walking distance of the main covered shopping street, and the Western-facing ownership means you can order without pointing at a menu.
Beers are Korean domestics (Hite, Cass, Max) and a selection of imported bottles at appropriate markup. The atmosphere gets genuinely lively later in the evening. It is not the most authentic Korean bar experience — for that, wander into any street-side pocha (outdoor tent bar) you see — but it is welcoming to newcomers and a good place to meet people who actually live in Ulsan.
