The major theme park in the north of Osaka, drawing over 14 million visitors annually and consistently ranking among the busiest theme parks in Asia. The park is modelled on its American counterparts but has developed its own character, with a particularly strong reputation for Wizarding World of Harry Potter — the Hogsmeade section is widely considered the most elaborate version anywhere in the Universal park network.

Other major attractions include the Super Nintendo World area, dedicated entirely to Mario games, and a Hollywood-themed backlot. The park's Japanese visitors tend to be more deeply engaged with the theming than typical western theme park crowds: queuing culture is followed seriously, and the cosplay dressing-up participation rate is strikingly high. Lines are long for the headline attractions; a Universal Express pass covering priority access significantly changes the experience.
