Tamsui Fisherman's Wharf is a waterfront boardwalk downstream from Tamsui, with views over the river mouth, food stalls, cafes, and seafood restaurants.
It is most worthwhile late in the day, when the light over the water makes the trip out from central Taipei feel like a proper change of scene.
