The seat of Estonia's parliament (Riigikogu), perched on the limestone hill that gives the upper town its name. The pink baroque facade you see from the square is 18th-century, but the foundations go back to a 13th-century castle built by the Teutonic Knights. The tall Pikk Hermann tower at one corner flies the Estonian flag each morning at sunrise.
