The Halil Bey Complex stands in Kavala's old Panagia quarter, where Ottoman, Byzantine, and Macedonian layers are packed tightly on the slope above the harbour. The complex includes a mosque and associated buildings, giving a compact sense of the city's Ottoman period beyond the more famous aqueduct and castle.
It is most rewarding as part of a walk through Panagia's lanes. You come for the texture: stone walls, sea views, old religious architecture, and the way Kavala's past as a port between worlds is still visible in a few blocks.
