Ragusa Ibla is the main draw — the entire lower town is a UNESCO-listed Baroque set piece that rewards slow wandering. The upper town, Ragusa Superiore, has daily life and a good cathedral. Between the two is Santa Maria delle Scale, a church perched at the point where the stairways connecting the two halves converge.
