The seat of the Basque Autonomous Community's legislature occupies a Gothic-revival former school built in 1900 and converted in 1982 when Vitoria became the capital of the new self-governing region. The grey stone facade looks more 19th-century English than Spanish — the architect Fausto Iñiguez de Betolaza had studied in Britain.
Free guided tours are offered when parliament is not sitting; check the website for times. Even without entering, the building, the Plaza Margarita Nelken in front, and the surrounding 19th-century streets are worth a wander.
