The reef deserves top billing, but Bonaire is better when you divide your time between water and land. Pick a few shore sites rather than racing through yellow-stone markers, spend a full day in Washington-Slagbaai, and drive the southern salt road slowly enough to stop for its history as well as its flamingos.
Conditions and access matter. A calm snorkelling entry can become awkward in swell, the national park has firm entry and exit times, and the working salt pier may close to divers while a ship is alongside. Check locally before setting out and never cross barriers around protected lagoons or industrial ground.
