Known to everyone as "the Russian Market area" after the market that anchors it. Toul Tom Poung has steadily become the second great expat neighbourhood after BKK1 — quieter, slightly cheaper, with a strong independent café scene clustered along Streets 155 and 432.
The neighbourhood mixes shophouses and modernist villas with newer apartment blocks. Restaurants here tend to be smaller and more interesting than the BKK1 chains, and the surrounding streets are easy to walk by Phnom Penh standards. Stay here if you want a quieter base than the riverside but more local feel than BKK1.
