Bulethi is a compact temple on the Bagan plain, valued less for overwhelming scale than for its position among the surrounding stupas. It has long been used as a viewpoint, with brickwork and terraces that give a close-up sense of Bagan's layered temple landscape.

Rules around climbing temples can change as conservation needs evolve, so treat it first as a heritage site and follow current signs. Even without climbing, the approach gives good angles on the plain and makes a quieter counterpoint to Ananda, Shwezigon, and the other major monuments.
