Highland Park, known locally as Dağüstü Park or sometimes Upland Park, sits on the ridge directly below the Flame Towers and offers the best panoramic view in Baku — out across the Old City, the curve of the bay, and the seafront boulevard. It's a five-minute funicular ride from Neftchilar Avenue, or about fifteen minutes' walk up the steep paths from the Old City.
The park also contains the Martyrs' Lane (Şəhidlər Xiyabanı), a long alley of black-granite tombs commemorating those killed in the Soviet army's crackdown on Baku in January 1990 and the Nagorno-Karabakh war. It is a sombre, well-tended place and one of the most politically charged sites in the country. The eternal flame at the far end frames an extraordinary view of the Caspian.
