Harborplace

Harborplace is the shopping and restaurant complex at the heart of the Inner Harbor, a pair of glass pavilions that opened in 1980 and defined the template for American waterfront revitalisation for the following two decades. The complex is currently undergoing redevelopment, and the retail landscape has changed significantly from its 1980s heyday.

The location is still the best in Baltimore — directly on the water with views of the ships, the science centre, and the aquarium — and several good restaurants remain. Check the current status before planning a specific shopping trip; the tenant mix has been volatile. The promenade around the harbour and the amphitheatre steps are freely accessible.

A story
Harborplace opened in 1980 as part of the urban renewal project that transformed Baltimore's declining industrial waterfront into a tourist destination. Designed by Benjamin Thompson and Associates, it was one of the most celebrated retail developments in America in its day — a "festival marketplace" that was widely credited with proving that urban centres could be revitalised through commercial development. By the 2020s, it had become a cautionary tale: the retail model had collapsed, half the shops were empty, and a major redevelopment plan was announced.
