Congress Hall stands next to Independence Hall and served as the meeting place of the United States Congress from 1790 to 1800, when Philadelphia was the national capital. The Bill of Rights was ratified here, and George Washington's second inauguration took place inside; the restored rooms are best seen on a guided tour.
