The 1904 Cultural and Creative District occupies the former site of an early-twentieth-century commercial complex near the old railway station, the year in the name referring to the Jinan-Qingdao Railway opening in 1904 that connected the provincial capital to the sea. The development has converted old warehouses and factory buildings into creative offices, galleries, cafes, restaurants, and design shops in the industrial-chic style familiar from similar projects in Shanghai and Beijing.

The district is smaller and more modest than its urban counterparts but has a genuine creative energy — several small galleries show contemporary Shandong artists, and the cafes attract a design-oriented crowd. Worth visiting on a Friday or Saturday evening when the bars and restaurants are busy; the architectural contrast between the old factory fabric and the modern interventions is handled better here than in many comparable Chinese heritage repurposing projects.
